NJ Man Sexually Assaulted Child: Warren County Prosecutor A 56-year-old Blairstown man was arrested and charged with sexually assaulting a child, authorities announced Wednesday, Sept. 2 Phillipsburg police began investigating David James in July after receiving a report of a sexual assault of a child, the Warren County Prosecutor's Office said. James was known to the victim, authorities said. On Friday, Aug. 28, James was arrested and charge with aggravated sexual assault, two counts of sexual assault and endangering the welfare of the child, authorities said.
